March 22, 2004 is the 12th World Water Day.

Water is an irreplaceable resource that sustains life for all living creatures in the world. In 1992, the 47th UN General Assembly proclaimed March 22 as the "World Water Day" to promote the awareness of the preciousness of water and prevent water depletion and pollution across the world. Since then, the UN has actively supported efforts related to preserving and developing water resources.

Water is scarce in Korea since per capita annual rainfall totals only around 10% of the world average. Exacerbating the matter, two thirds of all rainfall is concentrated in the summer monsoon season resulting in major flooding. Insufficient rainfall during spring and autumn often leads to debilitating droughts. Such being the case, a stable supply and prudent use of water is difficult to achieve in Korea.

In an effort to publicize the importance of water, the Korea Post hosted the 2004 International Postage Stamp Design Contest under the theme, "World Water Day" in which the artwork entitled "Love of Water" by Iranian artist, Ali Hemmati, was awarded the Grand Prize.
