The incident of January 21 at the beginning of the year, clearly exposed to the world the very nature of their aggressiveness. Once again, our shocking at those ghastly acts of the Communist was beyond expression. On the other hand, however, the incident served to awaken us to the urgent task of uniting our strength and mind together in our renewed determination to build our self-defence power.

There is no other means to counter the military strength but the military strength itself. Only defeating the Communism can lead us to the maintenance of peace. Reaffirming this belief we must spare no effort to further strengthen and develop the nation`s defense power capable of coping effectively with any Communist aggression in future without the least tolerance. The government already launched an active fund raising campaign for this purpose.

In order to solicit participation of mail using public in this noble cause of anti-Communism, the Ministry of Communications will issue 4 surcharged postage stamp by adding 3 Won each for contribution to the self-defence fund to the 7 Won regular postage stamps. (7 Won stamp is for the domestic letter mail`s basic rate.)
