The objectives of our national education as cited in the charter are to inspire pioneer spirit toward a new history; to promote the traditionally inherited spirit of mutual help in our community; and to cultivate a national mind which will help further realize liberal democratic country. These are the objectives directed to laying basis for the far-ranged prosperity of the nation and to expenditing the modernizaion of this land.

Our national character which was once characterized by the pioneer-like spirit of our forefathers in the old days seems to be degrading to an attitude of fatalism and self-resignation through the tests and sufferings of times. Today our generation is faced with a task to free ourselves from the crusty old attitude and customs and leave proud heritages to our posterity, acting as a standard bearer in creating a new history.

The Ministry of Communications issues a commemorative stamp on the occasion of the one-year anniversary of the proclamation of the educational charter, hoping that the spiritual revolution lead to the reshaping of the attitude of our people.
