Description
To meet the growing need for strengthening self-defense capabilities on the heels of the abortive north Korean Communist infiltrators' attempt on the life of the President of the Republic of Korea on January 21, 1968, and the hijacking of the U.S.S. Peublo and her crew a few days later, full-fledged preparatory work for the establishment of the Homeland Reserve Forces got under way. On April 1 the same year, the Homeland Reserve Forces were activated in a ceremony held in Taejon, and ever since the first Saturday of April has been observed as the Homeland Reserve Forces Day.

This year the HRF day falls on Saturday, April 3. Indeed, the Homeland Reserve Forces constitute the pivotal factor both in regional development and economic construction and in the nationwide endeavors for national modernization, playing a vital role in the defense of our homeland.

The HRF, which was established for the purpose of countering efficiently the successive infiltration and guerrilla warfare provoked by north Korean armed Communist agents, presents a living exemple of our national motto, "Let`s work for construction on one hand, and fight the Communist menace on the other."

The 2,500,000 - manstrong Homeland Reserve Forces, comprising officers, non-commissioned officers and men on reserve duty, and recruits and volunteers under the age of 35, are all-time ready to aid and support our regular armed forces in time of emergency. Having participated in nemerous operation, large and small, including those in the Ulchin and Samchok areas for mopping up armed Communist infiltrators, they have established a brilliant record of accomplishments, successfully carrying out almost 60 percent of the total mop-up operations in the rear area. But for the bravery and self-sacrificing spirit so gallantly demonstrated by the Homeland Reserve Forces, innumerable terrorist guerrillas and espionage agents would have sneaked into this republic from the north to harass the innocent, peace-loving people here.

In observance of the Third Homeland Reserve Forces Day, the Ministry of Communications is to release a commemorative postage stamp in an earnest hope that the entire people will come to cooperate with the HRF wholeheartedly in appreciation of the devoted efforts and toils exerted by all HRF members for the defense of our homeland.
