The Ministry of Communications has issued two kinds of postage stamps for every plan year, depicting the most outstanding projects of the year on them in order to have the government endeavors for economic development well understood by the entire people. This year, the government has chosen the following two projects as the most outstanding ones to be used in the annual issuance of postage stamps.
   Construction of a 595,000kw power station to produce electric power through the use of atomic energy, for which ground was broken in March in Tongnae-gun, Kyongsang Namdo, with its completion scheduled for sometime in October 1976; and
   the giant 10-year development plan for the areas along the four major rivers. Generation of electric power through the use of atomic energy is the most economical and advanced method of power production, with one ton of nuclear fuel being equal in effect to 50,000 tons of petroleum or 100,000 tons of coal.

The government has long been considering the construction of atomic-energy power station, as nuclear fuel offers a variety of advantages and convenience, including easy storage and transportation. The four-river development plan is aimed at bringing about overall developments of the vast areas along the Naktong, Yongsan, Han and Kum Rivers, which constitute the pivotal portion of the whole territory of ours. The grand project includes forestation, construction of multi-purpose dams, dredging and bank reinforcement and the like. Completion of this development plan will enable us to avoid the annual repetition of drought and flood damages, thereby making it possible to get water supply in a most economical way. The plan also will help increase grain production, at the same time contributing in a large measure to the prevention of water pollution.

Praying for the successful implementation of our various economic development projects, in the belief that we, too, will before long become able to proudly demonstrate the rapid economic growth and development to the world, the Ministry of Communications is to issue these postage stamps in honor of the 2nd Five-Year Plan.
