| On November 1, the Government takes a census of the population and housing.
This will be the twelfth time in Korea, where such a census has been taken every five years, ever since 1925, when census-taking was first instituted. A census of this kind is of utmost importance for the nation because it provides the Government with the basic data on which most of its domestic policy planning must be based. Policy planning in such diverse fields as economy, education, public health, running water, energy, employment, etc. would virtually be impossible without the precious information provided by a comprehensive census guiding the planners in those fields. It is guaranteed that the information collected in the census will be kept strictly in secret, serving the statistical purpose only. The Ministry of Communications issues this commemorative stamp in order to make the importance of the census felt by the whole nation, and thus to induce their spontaneous cooperation in this national census-taking. |
