Description
On March 3, 1981, President Chun Doo Hwan succeeds himself as the 12th President of Republic of Korea. He was elected to the Presidency on February 25 by the overwhelming majority of the Electoral College, which had been formed through direct voting by the people.

During the short period since he took the oath of office as the 11th President on September 1, 1980, he has proved his Presidency to be a strong and effective one. He has created stability and hope in all fields of government and the people's daily life, thus succeeding enormously in the great and difficult task of bringing a divided nation together. He has opened a new chapter in the South-North dialog by proposing reciprocal visits by the highest persons in authority of South and North. The dramatic proposal, the like of which had never been made in the history of the world's divided countries, was a sign of his intense desire for the peaceful re-unification of our fatherland. By having successful summit talks with President Reagan of the United States, he further consolidated the traditional friendly ties between the two countries. Through these talks he rid the Korea-U.S relations of the burdens of the 70's and ushered in a new era of mutual understanding and equal partnership. With President Chun Doo Hwan at the helm, our Fifth Republic has now set sail, under the nation's blessing and in the national mood of celebration and hope. We have reason to believe that he will be successful in marking his vision of such a country come true.

The Ministry of Communications issues this commemorative stamp in order to celebrate the hopeful occasion of the birth of our new republic under the leadership of the 12th President Chun Doo Hwan, and also to urge the entire nation to show reconciliation and unity by joining hands for the great task of achieving our goal.
