Description
The Ministry of Communications has designated the seven days from October 15 through 21, 1982 as the 10th Philatelic Week. The Ministry holds during this period Stamp Exhibition '82 displaying the best of those items that have won prizes in regional competitive exhibitions, and on the opening day of the Exhibition issues a special Philatelic Week stamp featuring a painting by a child.

This year, as they were last year, children throughout the country were invited to enter a prize painting-contest held for the purpose of selecting the picture to appear on the special stamp.

Intended to promote the healthy hobby of stamp collecting among our children and to give them a chance to participate in the making of a postage stamp, the contest was co-spomsored, with the help of the Ministry, by Sonyon Dong-A Iibo and the Korean Philatelic Promotion Agency.

The theme for this year was restricted to one that concerns a letter. Of the total 511 entries from all over the country, the one titled Miners Reading Consolatory Letters painted by Um Soon-keun, a sixth-grade boy of Dongkwang Elementary School, Kimhae, Kyungnam Province, was selected the best work and appears on this special Philatelic Week stamp. Although painted in an excellent combination of water colors, Um's painting shows lines so distinctive that they help to make the whole atmosphere of the stamp elegant. The screening committee revealed that it especially liked the sympathetic heart behind the boy's depicting miners who usually work outside people's concern. The prize-winning paintings are on display, together with the stamps, at Stamp Exhibition '82.
