At its 34th session held in December, 1979, the UN General Assembly decided to deginate 1985 as International Youth Year.

According to the United Nations, the world youth population was 738 millon in 1975, by 2000 will number 1,180 millon, an increase of 60 percent. The increase of the youth population will impede economic growth and social progress aggravating the existing problems of young people such as unemployment, lack of education opportunities, malnutrition etc.

International Youth Year is intended to engage young people in the process of establishment of a new international economic order, based on equality and justice and to stimulate respect for the fundamental human liberty and rights.

In accordance with the UN decision, Korea has also declared 1985 International Youth Year, and is planning various measures and activities to be undertaken during the Year. Among the measures is the issue of these special postage stamps, by which the Ministry of Communications intends to bring about wide spread awareness of the situatuation of youth and International Year.
