Description
The 21st Universal Postal Congress will be held at the Korea Exhibition Center in Seoul for 24 days from August 22 to September 14, 1944.

The Republic of Korea was picked as the hosting county of this congress by the 20th Universal Postal Congress in Washington in 1989. About 2000 persons, not only the delegates of all 172 member countries of the Universal Postal Union(UPU), but the observers of the United Nations (UN) and the other International services will be in attendence.

On January 1, 1900 The Empire of Korea, became a member county of the Universal Postal Union. The name of the country was changed into Cho-sun on December 1, 1922 and into the Republic of Korea on December 17, 1949. The Ministry of Communications has contributed to the International postal services and was specifically designated as a member of the executive Council at the 20th UPU Congress in Washington.

To Commemorate this meaningful and historical UPU Seoul Congress, the Ministry of Communications of the Republic of Korea issues two kinds of commemorative Postage Stamps. One which depicts the "Nam-dae-mun" (Seoul's South Gate), and the venue of the congress, the Korea exhibition Center(KOEX), and the other which depicts "Songsan Ilchulbong", the peak of Ilchulbong where the sun rises, and "Tolharubang" the stone statue of "The guardian grandfather".
