(Official Books) Official Stamp Books/Booklets; (or those issued by the Stamp Issuing Authority), were first birthed on July 20. 1956 in Korea. Subsequently, 21 further Books have been issued through the latest two, issued August 19, 1998. (Collector Booklets) Considering the best evidence currently at hand, the Korean Philatelic Center first released this stamp containing conveyence May 20, 1989, containing a strip of 4 stamps, issued in commemoration of "The Rotary International 1989 Convention". It soon became obvious that the Stamp Issuing Authority, Ministry of Communications (at that time), not only condoned the release by a third-party/sub-contractor; but, as time wore on, was obviously involved in their manufacture. (Special Sheets) From as early as May 20, 1959, Korea has issued philatelic items which are the primary source (and usually the only source), of a stamp/or of a stamp in that physical state. Collectors desire the complete Special Sheet intact, due to its physical design and appearance. (Special S/S) Prior to 1999 issues, all previous Souvenir Sheets (S/S)/Soe-hyung She-tuh, were secondary items issued in addition to the primary source of a stamp, the complete (or Full) sheet/jon-jee. In 1999, Korea issued nine S/S which contained a stamp of the same design; but, whose denomination was different. I have labeled these as "Special S/S".
