For the first time in my experience, a Korean Institution: The Korean Postage Stamp Catalogue-1999 (99-KPC), has separately listed, SOME, of the complete stamp sheets that have normally been collected intact, since the first issue May 20, 1959.

My guess: This Special Sheet was planned, designed, staffed, and printed, for issue 05.20.61 to commemorate "The 5th Postal Week." Due to General Park Chung-hee's 05.16.61 Military Revolution, the Sheet was shelved until 1966. The Sheet was "overprinted" with appropriate corrective data.		 1 KPC# C287
